The 30-year-old last played in the NFL in 2017 when he had 20 carries and rushed for 55 yards with a score in 12 games for the Cardinals and Texans. He became a free agent after that season and remained unsigned in 2018.
Ellington was originally selected by the Cardinals out of Clemson in the sixth round of the 2013 draft. He has tallied 1,752 yards on the ground and 13 total touchdowns in 65 career games.
Ellington played for current Tampa Bay coach Bruce Arians in Arizona from 2013-17.
The Buccaneers finished 2018 with a 5-11 record and missed the playoffs for an 11th straight season.
